Is this wrong? Dry valley/felt

Is this wrong? Builder did this while waiting for his roofer? The felt goes under the dry valley. I got sick of waiting for builder so had a roofer out today who said the felt should end in the dry valley instead of under it?

Under and over is my method, if its left like that then any water that gets in will end up under the valley.
