Isolation valve stuck in off position

Hi all,

The isolation valve for the cold water feed to the outside tap is stuck in the off position. I have used WD40 spray on it a few times over the last week and still it refuses to open. I am tempted to tap it with the handle of a wrench or a small hammer. Is this only thing to do or is there something else. BTW, I shut it off before winter last year and it was plumbed in 5 years ago.

I just looked at the isolation valve more closely and realised that I had in fact turned it off but in an anti-clockwise direction, despite the arrow on the handle and common sense indicating that clockwise would have been the direction to go (see the picture); now would this have damaged the valve as there was a small drip or 2 of water from the handle when I turned it back on. I've since wrapped a bit of kitchen paper around the handle to see if there are anymore drips. None seen so far.

if you are lucky the valve will just have leaked as you moved the position of it and now that it is stationary again it has settled down and sealed
