JAGUAR 23KW COMBI BOILER

I have the above boiler ,with a problem with the hot water. (there is none)
in this forum in august it mentions the same problem, and goes on about
the diaphram that needs changing.

But local plumb centre says you cannot change the diaphram. I need to change the divertor valve at £70 odd pounds.
my question is can the diaphram be changed if so where do i get it from
