do you mean a rectangular black pad behind the hinge?

or the strip running up the frame?

or something else?

what is the connection between the pad and the jamming?

is this a fire-resisting door?
 
Hi John,

It's the black pad behind the hinge / standard external door. I am struggling to open the door every single time not to mention closing it.

is it a fire-resisting door?

hinges on fire-resisting doors are unusually thick, and have an intumescent pad behind them to prevent conduction of heat. Maybe you mean one of them. A competent fitter will cut the hinge rebate depth to allow for the extra thickness. They feel like stiff flexible plastic foam
Examples

Wooden doors are particularly easy to fit using a plane and chisel in skilled hands. plastic doors are more difficult but should have adjustable hinges, catches and locks.

External doors are not usually fire resisting, except on flats or other places where they open onto a balcony or path that might be used to escape from a fire

Where is the door binding? you can identify it by rubbing chalk on the edge of the door, and another colour chalk on the frame, and looking to see where it rubs off.

I think you also have a draught strip.

The thing is that the door hitting top of the frame every single time. Just wandering how can I fix this myself.

you'd either adjust the hinges, or plane the top of the door.

in some cases, the installer is expecting the door to settle a little over time, and fits it tight at the top.

what are the door and frame made of?

does the problem vary with weather or season?

external doors can be very heavy and you may benefit from having an assistant, and folding wedges, unless you are a weightlifter and not prone to hernia.
 
take several good pics of the hinges

they may be special and adjustable
