My eyes were scanning at about 1 page/2 seconds for something else and came across this, concerning the speed control lever on a mobility scooter, on a USA ms site:
The reading should be both positive and negative on each side of the speed potentiometer. For example, the right and center wires measure 3.5 ohms and the left and center wires measure -3.5 ohms, making the potentiometer read centered or open. If your mobility scooter potentiometer is erratic or reads open or 0 on either side, then you must replace it.
