Kenmore Washer not agitating

I've got a 20yr old Kenmore washer that won't agitate. I've checked the solenoid function on the wigwag, and they both function and are powered by the timer at the appropriate time. When the agitator tries to move, it wiggles a little like it's trying to work. Belt tension is O.K., agitator works weakly without clothes and water in it, but not at all when full. I'm stumped, any ideas??
