Keston Celsius 25 boiler

I have the above boiler fitted and was wondering if anyone could help me work out what the problem is with it as it will not fire up.

The green light on the on switch flashes slowly but when calling for heat and hot water no other lights on the on switch light up and the boiler will not fire up.

I assume when calling for heat the fan should start up first then after a while the boiler should fire up but in this case nothing is happening.

Can any one help please
