kitchen extraction-does a cooker hood ducted outside count?

Hi
I have been informed that new regulations require me to fit an extractor in my new kitchen eve though it has a window. I was wondering if I vent my cooker hood to outside would this fulfill extraction regulations?

yes it would. there is a minimum extraction requirement of 30litres rating
