Kitchen tap pressure/flow is rubbish

Hopefully this is the last of my plumbing related questions (I've just bought my first house and have just found this site!)

I have a mixer tap in the kitchen which suffers from a low pressure/flow from the hot water side. I've checked the isolating valve below it and its fully open. I believe that the flow is determined by the head of water (?), which in this case is quite a bit as the Cold water storage tank is in the loft.

Is this normal?

is it a quarter turn tap?
has it ever worked?

It's most probably a foreigner which wont give out the correct flow.
 
I 'think' it worked when we moved in. Yes it is a quarter turn job. The cold side is awesome though - plenty of pressure.

Although your tank is in the loft this is often inadequate head of water for quater turn taps. It may be worth checking the ceramic cartridge for partial blockage. If you have a gauze "aerator" on the end of the tap spout check this is not blocked - normally unscrews.
