i just search for 9l toilet cistern

But i believe there are regulations as to when a 9L can be fitted , only ifits replacing a 9L otherwise has to be 6L - But not a plumber or know for sure - just remember reading

Correct - water supply (water fittings) regulations 1999 which apply iirc to England and Wales only, not Scotland - they have their own bylaws. Iirc too, it’s the wc pan that can determine the flush volume.

If you have close-coupled wc your choices are limited/poor.

With a seperate cistern -high or low level- (i.e.with a visible flush pipe) the world is your oyster as you can maximise the flush volume with appropriate use of the plugs on the syphon.
