laying a brick and concrete floor on old concrete

I am about to start on converting an attached outhouse into a utility room and wet room. Presently the outhouse has a concrete floor To raise the floor level to that of the house (approx. 20 cms) I intend to use a suspended floor in the utility area and a mix of old bricks and fresh cement in the shower area (approx. 2 sq. meters). to give a solid base and make tiling to the drain easier.

The alternative would be a suspended floor throughout and a ply? base cut to slope to the drain. The wet room would be tanked in both cases.

Whats the best course of action please?
