Laying Karndean on old concrete floor

We want to lay Karndean on the floor of a 1950s built 1st floor maisonette. We currently have laminate laid on top of fibre board. If taken back to the concrete the floor will be 30mm short of the skirting. Can't we fix ply to concrete & lay the Karndean on top of this which will at least make up some of the floor level rather than latexing?

You could yes. Drill and plug every 12" and more if any movement. Also glue ply down as well with gripfill or similar.
On top of ply use feather finish screed on joints of plywood

Many thanks for the advice - I thought you must be able to but quotes so far say only latex and that's difficult has flooring is covering the whole of the first floor of the maisonette.
