Laying turf HELP

Hi, I am going to be turfing my garden this year something I have never done before, I am just after some advice.

It is a new build so I don't believe the existing soil is great as they usually use it as a dumping ground. I plan on putting down 150mm of top soil.

My question is, the sub soil that is already there I will be rotavating first, once I have done this can I just lay my top soil straight on top of this then flatten down? Or do I need to flatten down the sub soil layer first and level this then add top soil and repeat the leveling process.

Any help is much appreciated thank you.

When firm add better soil.
Seen a guy drag a ladder with rope around soil to find high or low spots. Fill in low spots or remove the high. Seemed to work then seed or turf
I like to seed myself
 
If you remove any rubbish, rubble, glass etc from the soil and rotavate it I wouldn't bother with topsoil. Just choose a grass variety suitable for your soil type.
Would also say seed though, cheaper and gives a better result. Only takes a month to come through.
