Leak under the kitchen sink

Water bubbles up from highlighted pipe, more often than not when using washing machine. Any ideas?

It looks like a self cutting drainage spigot that has been attached to the waste pipe. It is obviously not being used anymore so should be capped or preferably got rid of. If you just remove it you will leave a hole in the pipe so it would be best to replace that section of waste pipe.
 
Thanks for the reply. It has been like that for years I think. We do have both a washing machine and a dishwasher. Can I (with zero skills) just by a screw cap and put it on there? The fact that it hasn't leaked before and water is now flowing up from it, would indicate a blockage somewhere
 
As above, self cutting saddle or even a McAlpine Condensate saddle. Indication is though that the waste pipe downstream of it may be a bit restricted, if it's bubbling up.

Is it used for anything? If that end is threaded you may be able to get a cap for it.

If it is this may fit it but couldn't be sure -
