Leaking balcony/flat roof - tiled

I live in duplex unit and have a tiled balcony above one of the bedrooms on the ground floor. The balcony is tiled and used as a braai area. It has two water run-off holes on either side of the balcnoy and the water normallly drains quickly. With the recent heavy rains I have now aboserved small drop of water collecting on the ceiling of the downstairs bedroom. I assume this is from the rain and water collecting on the balcony, not draining fast enough. How do you suggest I address this problem. I considered applying some form of sealant to the areas between the tiles on the balcony. Is this an option?
