leaking bath taps

The taps on my bath are leaking quite badly. There are quite old mixer taps with the shower coming out the top.

The water is coming from the body of the taps when they are on. I've taken the "cover" off the taps and indicated where I think I see water coming from:

It sounds like the gland packing around the spindle has failed. Some taps have an adjustable gland that can be re-packed, but it looks like yours haven't.
