Leaking concrete wall?

Hello,

Firstly please forgive me, I'm a DIY novice. I'm coming here after a lot of stress and before spending loads of money on consultations from people.

I have a 20 year old house that belonged to my father. I've just come back a few months ago, so not aware how long this issue has been here.

There is an incredible amount of water leaking from my first floor down to my ground floor. It appears to be going from exterior to interior, and is only happening on the side of the house that gets battered by wind and rain. Today we had an unusual storm that brought rain to another side of the house and the same leak repeated itself.

The walls are concrete blocks, the first floor flooring is wooden beams ( I'm stressed because this is where the water is showing before streaming down, and it looks like the beams are rotting) the ceiling between the floors is sheetrock or drywall.

The leaks are in the vicinity of where the windows are so I had those resealed and new exit holes for the water drilled into the frame. That hasn't fixed anything so my amateur conclusion is this water is coming straight through the concrete wall, is this really possible? If so what should I do. I'm scared I won't have enough money to fix this, so just any advice or ideas would really help. I don't know where to start, thank you. This happens in 2 location on the same side of the house. I have posted photos in and out, the upstairs photos are directly above where the water comes in. There is also mould around the window as you can see
