Ive recently moved into a new place and have noticed this. It is leaking when you unplug the sink and is making the shelf underneath wet and staining it as well. What is the problem and how to fix it?
You may get away with just tightening that large plastic nut with the gunge on.....failing that, the joint needs to be pulled apart (prepare for a stinky spill) and the rubber washer inside either replaced if its damaged or reseated.

As above the compression joint is failing, this could be down to the joint not being tight enough or the internal washer/seals failing or sitting incorrectly within the joint.
If you need to loosen or remove the joint to do any remedial work, there will be smell and also have something to catch water and to mop up any spillages handy.
