Leaking pipe

Hi all,

Sorry if this a basic question. We have a leaking pipe coming from the boiler (a couple of drips per second) that is letting out a slightly oily looking water. The pipe is warm to the touch. The pipe is also open at the bottom. Please can someone confirm which pipe this is? Please could you also confirm if it is okay leaking how it is?

I thought it may be the condensate pipe but I would have expected that to be linked to a drain. The leaking has probably been occuring for a while as some of the brickwork has eroded.

I have attached some pictures. Let me know if you need any more.

Might not be oil. There is a naturally occuring bug that results when water comes in contact with ironstone. That looks exactly like the water I had on my drive, that was inspected by the environment agency after a kindly neighbour got too nosey.
