Some times the timers have no neutral and actually pass a small current through the bulb to power the timer, if this is the case then this will cause the flickering. Many dimmer switches do the same so using a dimmable bulb will often cure this problem as the bulbs are designed to allow a small current flow. There are as already said devices which can be put across the bulb supply which will also allow a small current to flow to power dimmer switches or other causes of small current across the bulb.there is electronic switch timer to turn them on and off
