we have recently purchased samsung led tv though i was in favour of lcd.size is 46 inches.picture is not as sharp as our old 28 inch toshiba.i also noticed when subject moves it goes out of focus and it then focused bhen subject stops.is lcd tv better than led .

I've never even heard of LED's tbh, unless you're feeding your TV with HD, LCD's still have a some catching up to do clarity wise (let alone colour definition) CRT's have been around for decades. So if LED's are even newer you probably should have waited a few decades for the technology to catch up. Not to mention a 46" screen is massive in comparison yo your old 28".

That said Your new TV will also need plenty of experimentation with the settings to get it to look half decent too. Thats all assuming you've got a decent source too.
 
LED just defines the backlight type, it replaces an older style of backlighting, some people prefer LED backlighting but it is not for me.

Could be lots of problems in all honest causing the issue you describe, does your set have a 100hz mode or something similar ? Try turning that on, it can sometimes make a world of difference. Like the post above says, it will depend on the source, try feeding it a bit of bluray or something along those lines, the issue might not be as prevalent.

You find standard def always looks pretty rubbish on big sets especially LCD sets. With something like 720p or 1080p you are going to get much better results.
