Levelling floor

Hi, my new project is tiling my downstairs toilet floor. The problem I have is when the house was built a couple of years ago, the builders for some reason have left a large mound of hard concrete in a corner. Should I chip away at this or could it be covering a large hole or something. If so, what's the best way of levelling it please?

sds or hammer and bolster,level off.
if any holes(not to deep)then use a repair mortar for floors if needed.

seal the floor proir to tiling with an epoxy or acrylic based primer,as you say the house is only a few years old,it may be a gypsum based screed.
 
you could also sand the floor to remove any lattiance/skin then prime.
