Light fitting – earth connected to live??

I want to change a light fitting in my new house. Unscrewing the cap, I find that the brown wire in the light is connected to the earth wire coming down through the ceiling, with the other brown wire cut flush. The neutral wires are connected blue to blue. The light works fine, but surely this set-up can’t be right???
Any advice? (Apart from get an electrician in!)

Cowboy alert. As you say it's wrong, I'd image the cable was damaged and the earth CPU was used because the cut back brown is fecked.

The cable will need replacing and the correct termination convension used.
