Light switches in kitchens...

It it because of regs that my lectrician put the light switch for the kitchen ouside the kitchen (next to the kitchen door), or is it just considered good practice?

He left cable sticking out of the wall for the undercupboard lighting, the lights I have are a plug in set, should I put a spur in the wall and lose the plug, or can I just use a jb behind a flex outlet plate?

I want to put a light switch under the wall unit that operates the downlighters. Can I put an architrave switch between transformer and lamps, fixed to the underside of cabinet?
