I have filled gaps between the lining paper sheets with fine filler.
I have sanded them smooth. My question is should I apply Zinsser on top of the filler before I paint the paper?
No need to use Zinsser - just water some emulsion down and mist coat the filled areas before using your finish coat/s.
Not that it matters to you now, but, if anyone ever needs to fill joins in new lining paper it's best to give the paper a coat of emulsion first to seal it and then do the filling. This will allow the filler to be smoothed out and sanded easier without the risk of damaging/bobbling the paper.
