Lining under rafters in loft

hi

I have a roof with rosemary tiles. There is no roofing felt, just tiles and cement. They are origins tiles from circa 1935. The cement is starting to crumble now and drop off. A reroof is required in the future I know. In the meantime I am thinking of lining the loft with thick paper or something, maybe even hardboard, to stop the mortar from falling down.
Any ideas as to what to use as the liner, or maybe more importantly what not to use?

Staple some breathable membrane felt to the inner side of the rafters .
Start from the top and overlap by 4 inches working down .

Does this felt have a right way round to be fixed in place , that is can you put it up inside out? Do instructions come with it?
 
Either side should be ok .
Measure from one side of the rafters to the other and cut to size so easier to handle .
Get someone to help hold in place so you can staple .

Have a look for a manufacturer that does a white one it will make it look brighter.
