Having a new roof fitted, lining looks very insubstantial. It is white nearly transparent, labelled uv10.

Is it OK or do I make a fuss.

Sounds like a normal vapour permeable underlay but I don't know any with UV 10 marked on it, is there any other writing?
One of the most common VPUs is Tyvek
 
If your roofer was trying to do a cheap job he would use the ordinary reinforced felt which is the cheapest underlay - but still acceptable.
It's your roof, don't be shy, ask him what he's using.

Job now finished. Should the lining be sticking out from under the tiles into the guttering?
 
Thats how most are, so that if any water gets passed the tiles it will go into the gutter rather than going elsewhere, yours is probably more noticable because its white..
 
No, the underlay is almost certainly not UV stable and will deteriorate. They should have installed a strip of eaves protector felt (Type 5U) or a proprietary plastic underlay support tray.
