Or, oh I was mistaken, yes the scenario can work, but his neighbours house is on green belt.......huge political problem. So both houses gat massively devalued, 1 is ok, the other on green belt cant afford the LVT and cant sell because nobody wants it. Result househokder goes bust.

But according to JohnD, LVT can be introduced with no need for total planning reform.
