lockshield valve on flow not return

on 2 of my downstairs rads whoever installed them 20 years ago connected the flow to the rad via a LSV and the return has the control valve, eventually i shall swap this over, but until then, will the LSV act as the control valve and the control valve act as the LSV? or will balancing still be done via the LSV on the flow?

In most cases it doesn't matter which end the valves are. They are only a resistance to the flow. Some TRVs are direction sensitive, but new ones can be either direction. If the system works, leave it.
