We already have a room in the loft built by a previous owner. We wanted to extend it and build a small bathroom. Received a planning permmision,
however our downstairs neighbour (we live on top floor in a semi-detached house) claimed that we share the loft space and she is not allowing us to build anything. Of course the her aim was to squeeze some money from us, cause she cannot use the sace herself- has to get there through our flat. We both owe freehold of our respective flats.
Did anyone came across anything like that?

Don't you know if she's right or wrong? Asking on here won't help, you'll have to check out the deeds and seek legal advice if possible. You may end up having to 'buy her out'

Do you know who's responsible for maintaining the roof?

If yours is a "one flat up, one flat down" set-up then there are two likely scenarios: either you share the roof and the foundations, or you have the roof and she has the foundations (and all the repairing liabilities that go with them).

In most cases your flat will be leasehold. If you own a share of the freehold that's fine, but it probably still involves a lease between the freeholders (you and your neighbour) and the leaseholders (you and your neighbour, separately).

But as already stated, asking here won't answer the question!
