Loft and bird problem

I have noticed a piece of roof tile was broken of a tile very small piece but was big enough for a bird to get in. On the inside however there is a big whole in the felt. The best was not in use and I have removed it and was wondering if just filling the hole with I bit of expanding foam would be an ok fix. There are a few other holes in the felt too in not sure if the birds have tried to get through in these places too.

I noticed people also saying you shouldn't just rip the old felt of to repair due to it may contain asbestos. But would another option be to remove the felt and put new stuff on. This felt looks in good condition and has what looks like hessian string running through it in a cross cross pattern.

Plug the tile hole with either a bit of tile or sand and cement......expanding foam deteriorates, can force the tile layer up and is also pecked by birds, so permanency is not the best!
Felt sags are pretty common especially in the hip line or where the valleys are, so if the roof is in good nick, don't worry about that - just tuck the felt up where you can.
I've never heard of asbestos in roofing underfelt........if anyone could enlighten us here, it would be good!

Ok thanks ill do the repair that way least will last! I'll wAit and see if anyone can advise on felt before rip that section off
