Loft conversion radiators problem (Ed.)

Trying to solve a mystery that has had a few plumbers stumped. New radiators in loft work great but the rest of the house is lukewarm. Tried to balance them, but turning them down or off completely stops any heat getting anywhere. Had the system flushed, didn't make much difference but the guy seemed to think the flow was restricted due to the pressure of the hoses. Now we're questioning the plumbing. New ones seem to be plumbed both sides into the same loop of pipe they left sticking out of the wall, is this right? Shouldn't there be two pipes one flow and one return? Could this mean they are connected in series so turning them off stops the flow?
