Loft inner room, Building Regs, internal staircase

Hello, hope you can give me a steer here.

The house I'm renovating has a loft that was converted back in the 90s. It's T shaped per the rough sketch, with an exterior metal staircase to the outside as the only access. The owner before me has made some changes including putting up a plastered stud partition with a door liner (but no door) marked red. Building Control told him that he had to remove or widen the door frame because he's created an inner room from which there's no direct means of escape.

I don't plan to put a door on it but it's a useful partition. The left side boxes in a purlin prop, the right masks the ceiling angles that follow the line of the roof's valley trough. Other than a sprinkler system I wonder if there are any creative ideas that would allow me to keep or adapt the partition in a way that would be within Regs.

As part of the renovation two Velux windows are being replaced by two full length Cabrio balconies outside the room, I don't suppose that helps?

Having to go outside to access it a bit of a pain so I have thought of putting in an internal staircase. Directly below the inner room is a bedroom, would that be acceptable or does a staircase have to go to a landing area? Could it be a spiral staircase? I have looked online but there seem to be conflicting opinions.
