Loft insulation and Lathe and PLaster Ceilings

First post so please go gently

We have recently bought an ex council semi - built circa 1920's

The loft hatch is only half size, which we are having changed for a larger one

I want to board some of the loft out for storage, and we also need to replace part of the ceiling in one of the bedrooms

The insulation in the loft is of 2 types - 1 is the bulk standard stuff you get in rolls, the other is what looks like degrading newspaper with some form of fibre in it:

With the work that's needed on the (lathe and plaster) ceiling, this material would be falling out all over the place

Is it safe for me to scoop it up from between the joists, bag it and dispose of it - or is it a specialist job??

It's safe to remove, but for your own safety and sanity:-

Wear throw away overalls.
Wear a dust mask, goggles and gloves
Hire a industrial hover with a large bore hose
By loads of bags and double bags and seal before carting them through the house.
Take a few short scaffold boards or similar up so you have a working platform to avoid feet through ceiling syndrome :D

I'd actually got everything ready to go - was just concerned about the risks
We're hoping to board out a good size area, and we put loose boards in our old house (rented) so am using them to stand on to do the work

My next question will be about boarding and insulation, but i'll leave that until i'm a little further into the work
