logic boiler cold water

hi . could anyone help me please , i have a logic combi boiler fitted 4 years ago. recently the boiler stopped working and the plumber fixed it he put a new circuit board in place , after about 4 weeks the problems are starting again , i have heating but the water is luke warm and will only be luke warm if i dont turn the taps on fully

Probably flow turbine is playing up, get someone in to clean / replace it
