Long term lighting confusion

Right, so at parents house we have these annoying ceiling lights that die allll the time! Have heard that with this type of light there can be a common problem.
I wonder if in some cases like ours there is an underlying electrical problem.

Anyway a few months back I found out that they had all died bar 1 and the glass melted at the edges of most lights. Its weird, like a perfectly circular cutting tool was used. I dont know if parents put new lights in for the one that is still working, and if they forgot to trun the lights off overnight. I do know that moving the 1 working light to other sockets though doesnt produce light. There may also be a problem with the on/off button sensitivity.

Anyway.. umm what do we do o_O Thanks.
Will an electrician charge me to just have a look at it? Thankyou.

Get a couple of sparks out to look and quote.

If they say there is a charge to just look, don’t get them in
