I bought a universal hopper from screwfix. when I tried it on my down pipe from b&q, the fit was very loose. so I thought a hopper from b&q might fit better. But the connection was still loose.

I'm just wondering is it ok for downpipe and hopper joint to be loose? as long as they are fixed together, would it be ok, if the joint is not sealed?

Sounds like you need a downpipe connector or a socket fitting as it is sometimes known to get a snug fit.

One end into the downpipe and the other to the hopper, job done !

Yes, it`s usually so ;) Once upon a time rainwater goods were fitted by Plumbers - (I caught the tail end of this before the Roofers took it over ). Pipe joints are left dry , unless the pipework is likely to fall out  Simply because a pipe blockage shows up by water squirting out of the joint Above the block
