you want to remove any loose debris from the area, compact the area as much as you can.
Use a concrete bed of 1 cement, 1.5 sharp sand, 2.5 20mm aggregate or a all in ballast 3.5 and relay them.
If the aggregate size is a little too large and will not allow you to sit the stones down as desired either reduce aggregate size to one suitable 3-6mm say or go with a mortar mix.
