Low pitch roof felt/guttering problem

The pitch of the roof is 25 degrees.
When I use the fascia board to rest the eaves tiles on, the felt which goes over the fascia board into the guttering has no natural flow downwards.
It has to rise to the top of the fascia board and into the gutter leaving a valley where water will collect if the the roof tiles leak.
How do I overcome this problem ?
Any help appreciated.

Use eaves trays.

Just been looking at the eaves trays you advised me about.
I used synthetic slates at the verge for pointing.
I placed these slates on top of the felt not knowing the problems I was about to encounter with the felt at the eaves.
Am I right in thinking the felt should have gone on top of the slates and the eaves tray should go between the felt and the slates ?

I'm trying to visualize what you are doing! do you mean the undercloak at the verge?

Maybe a picture if you can.
