Low water pressure for a shower

I have two showers at one level. First one is usual and works good with very high water pressure. Second one is electrical and works bad because of very low water pressure. Both of them have new heads. Any ideas please?

MEasure the flow rate on the electric shower. A 10kWatt shower gives about 4 llitres per minute. Any more would be too cool. They are pretty dire.
