You will have to fill a tank and then pump from there, you are not allowed to pump the water main. Why not use a drip pipe? This is much less wasteful. If it's for a lawn, I see watering lawns as an unnecessary waste of water (regardless of whether it is metered). Grass is well able to take care of itself.
Tell that to the Wimbledon groundsman and staff. Sometimes nature requires a bit of help...
