Low water pressure

I live in an old flat which only has a bath. I would like to install a shower over the bath however the water tank is only 1.7m above floor level therefore providing very low water pressure. Could anyone suggest a 'cheap' option for correcting this problem?

how high is the main incoming water pressure? you may be able to fit an electric shower , although not cheap it would be easier than raisng the cold water tank
