Lowering chimney stacks

Hello

In the process of buying a 1960's bungalow.

The property has 2 stacks, a tall stack that services the fireplace in the lounge, a gas fire is currently in place but we are looking to remove this.

The second stack is much smaller & goes into the kitchen, finishing before floor level, the current owner has their fridge in this space, the surveyor advised that this was originally for the boiler.

The tall stack is in good order & has a vented cap, the smaller stack is uncapped, the render is also in poor condition, pics of both stacks below.

We are looking to remove both stacks to below roof level but after looking on the forum the issue of capping the stacks in the loft appears to be the subject of some debate.

Because of the location on the roof the area around the larger stack looks like it will be easier to re-felt & re-tile?

How easy is it to make good the roof area around the smaller stack due to its close location to the ridge?

Because neither stack are on an outside wall do we vent at the bottom & leave open in the loft or seal at the bottom & seal in the loft?

We also have some issues with the felt, pictures below, any suggestions?
