I see no supporting evidence in that story. I wonder why?

Could it be that Daily Mail readers enjoy reading uncorroborated rumour and allegations in the "news" paper?

Did he ask the council to comment?

Think how much more convincing his story would be if he could publish an official letter saying "we confirm it is our policy that sandwich wrappers are a form of industrial waste and that it is our intention to prosecute Mr Hughes"

But he didn't attach such a statement.

Would he have done, if one existed?

Hope he carried out a risk assessment before eating those sandwiches god knows what his missus may have put in em ;)
 
no way thats true ;)

you eat your food in your dinner break so not at work so therefore personal waste not industrial
