mains electric

After moving some plants from my front garden i've found my mains electric cable. My problem is that its about 4 inches under the surface.
I need to take out a couple of trees and this cable is in the way. Is it down to the electric board to have this moved to a safer depth or will it be at my expense.
Any ideas????

its clearly burried at an unsafe depth but im not sure what the rules are on existing cables
 
When laying a new gas main outside our house, the contractor dug up the mains, water & BT: interesting because all our services were off at once!!

When the REC came to fix it, they laid concentric cable just below the kerbstone..........

Another BANG! waiting to happen...
