Have just removed a blanking plate high on the wall and found the cables as as shown in the pic below. The white cable is a coaxial lead. I'm going to fill in the gap but want to make the cables permanently safe beforehand and need advice.

Looks as if someone used to have a telly up there....
The blank plate at the moment is creating a safe zone for those cables. If you fill that hole the cables may not be in a safe zone any more (depends what other sockets etc are on that wall) and should ideally be removed, or at the very least disconnected from the supplying circuit. This may be a non-trivial task!
It looks as if the grey (power) cables drop from above- if you can get under the upstairs floorboards you may be able to pull them up into the floor void (or intercept the cables before they drop into the wall). If this is the case you'd then need some Wago connectors and a box to create a maintenance free joint in the floor void, once that's done you're good to go. Remember to isolate supply before you start mucking about with those cables - if you don't know which circuit they're on just switch the whole house off and test for dead before getting the cutters out!
Don't worry about removing the coax- might be an idea to put a bit of terminal block on the core and pvc tape over the rest just in case it's a common feed rather than a buffered leg from a distribution amp.

Thanks for the quick reply. The cables do drop from above from part of the attic which isn't floored so easily accessible. Will now have a look at the connectors bearing in mind EFLIimpudence's advice regarding the different products available

Typical DIY bodge with all that unnecessary tape over it. No need for tape on the coax either. If it is part of a distribution system it should ideally be terminated with a 75 ohm resistor.
