My garage is attached to the house, one wall is brick, the other (where it attaches to the house) is concrete block. I wan't to attach a bike rack to the concrete block wall. The bike weighs around 18Kg is this too heavy for the conrete blocks? Assuming i use the correct fixings, what is the max weight I can attach to it a it stay up?

No, that's fine. In answer to your second q, absolutely loads, either the fixings will give, or the block around the fixing will crush waaaay bafore you could hang anything off it sufficent to pull the wall over.
