Metal cased lighting without earthing?

Hi,
Is it allowed to have a metal cased fluorescent light with out connecting the earth connection on the connecting block, the lighting circuit has no Earth wire. The council came to inspect it (PART P) and passed it. Is it allowed under any circumstances.

NO.Do not use this light.Call the council back or whoever fitted the light and get them to rectify their mistake.
Class 1 fittings must have an earth fitted to the metal casing.This is a critical SAFETY issue

I take it the fitting is not double insulated?

Well, (as ricicle states), dont use that light at all .
Your council man/woman should NOT have passed this as a safe piece of equipment and pass it in line with document part P ,as it has no earth and it is not either ...
1.Plastic
or
2.Double insulated (as secure stated).

Phone them up and tell them to come back.
