Mildew/mould smell?

Hi everyone. For quite a while now there’s been a strange smell emanating from the front room of my Mum and Dads house. It’s often noticeable when you walk into the room. They had 2 new Dimplex Quantum heaters fitted last October and they thought the smell was being emitted from them when they blew warm air out as it was giving my Mum breathing issues as she’s asthmatic. It got to the point where they turned them off as the respiratory issues were getting too much.
They had the heaters checked and no issues were found.
In my opinion the smell is a musty/mildewy smell, and to me it seems to be coming from their double glazed bay window, most notably the rubber seals as that’s where it seems more prevalent. There’s no evidence of mould/damp on the walls underneath the windows, but I can only assume it’s the seals causing the issue. Also I assume that the pores are in the air and the heaters blowing out warm air are agitating them hence my Mums breathing issues.
They had some double glazing fitted upstairs a couple of weeks ago and the glazer said he couldn’t smell anything and the seals seemed ok to him but then he did say his sense of smell was terrible!
I did give the seals a clean last autumn with Cilit Bang and polycell mould removal but that hasn’t seemed to have made any difference?
What can they do/who to contact, as Autumn is fast approaching and don’t want them facing the same issues as last season!

OP,
Why not post pics of the interior side of the bay showing the panel & skirting below the glazing?
And show the bay and the bay wall on the outside?
Is the front room floor suspended or solid?
