Mixer bath tap

Hi
I'd really appreciate some advice please.
I don't know whether it's an o ring / washer or whether it clogged up with scale but my cold tap isn't letting water out, all other taps are fine.
I've gotten the top cover off & taken the screw out but can't get any further - do I remove the plastic blue cover (which seems to be completely glued to the knob) or pull the whole tab/knob off (which feels like it's bolted into cement!) Not having much luck with either however it would at least be good to know which one I should be concentrating on. There seem to be mixed reviews on the www.

PS Yes all water is off

You need to wriggling the knob side to side, and pull up. It will come out.

You will need a new tap cartridge.

If you really can't shift it you can either cut through the plastic with a hacksaw to gain access to the valve or try unscrewing the whole thing with pump pliers. Then buy a contract tap reviver kit. Note they are available in screw down and ceramic depending on your system.

If the heads are metal would go for the pump pliers (as a last resort)

No, the screw goes through the blue plastic cover and he has already removed it.

They still seem to be a mix of lift blue bit / lift whole handle, unless I misunderstood.
So I went to B&Q this morning to see a new handle in operation, & the guy didn't even fully unscrew before the handle popped up! Clearly mine were stuck solid with scale so given that I don't have biceps or a man to call my own, I called in the plumbers!
A young buck with big muscles arrived & even he struggled a bit to get them off. So clearly I had no chance. They are thick with scale & have now been replaced, & I get to wash my hair - yay!
But at least I now know how the taps should work.
